Minimum collectionInterval accepted by scheduleCollections.
WorkManager does not throw when given a shorter value — it silently clamps the collectionInterval to 15 minutes, which would cause collections to run at an unexpected frequency. The SDK enforces this limit upfront so callers receive a clear IllegalArgumentException instead of silent misbehaviour.
